Tire certification in Russia

In the member nations of the Eurasian Economic Customs Union, it’s obligatory to certify automotive tires as per the technical regulation known as “On the Safety of Wheeled Vehicles” TR CU 018/2011.

Pneumatic tires are assessed according to various schemes (1c, 2c, 3c, 4c, 9c, 11c). Tire certificates are issued either for a specific batch or for ongoing production and are valid for up to 4 years.

Mandatory certification applies to the following vehicle types:

Passenger cars
Buses and trolleybuses
Motorcycles
light-duty trucks
Heavy-duty trucks

The regulation covers almost all automotive and motorcycle tires

ISO 9001 CERTIFICATION

The QMS certificate is required for certification under schemes 2C and 3C.

1. application

If necessary, applying the manufacturer's single mark for product circulation in the Eurasian Economic Union market. Also, recording the issued certificates in the unified registry.

LIST OF DOCUMENTS FOR REGISTRATION TIRES CERTIFICATE

application

The application includes the manufacturer's name, tire type and brand, contact information. You can send us an application in any form, then we will process it into the required format and send it for signature.

Company card

In any form, including the name of the legal entity, address, phone number, email, website, INN/KPP/OGRN/OKPO/OKVED, banking details, and the full name of the signatory.

statutory documents

Copies of INN, OGRN and Article of the Association.

contract

A copy of the agreement of the authorized person when importing the product into Russia.

Specifications

The document describes technical operating standards and specifies product requirements. The document can be issued at MIC Center+.

Operation manual

Vehicle operation manual. The document can be issued at MIC Center+.

General drawing in three views

It is advisable to attach photos if available.

Passport OF product

Product passport is a technical description specifying the type, purpose of the tires, weight and dimensional characteristics. You can send us the passport in any format, and we will convert it into a standard format.

Existing tire certificates of conformity, if available.

Test reports

If available, please attach quality control tests for the tires. Certification tests are conducted as part of the verification of compliance with the declared technical specifications during manufacturing. The testing results provide a conclusion regarding the conformity of the tires to regulatory and technical documents.

1с, 2с certification schemes

The applicant can be the manufacturer or the manufacturer's representative. This applies to mass-produced products without ISO9001 certification for 1C and with ISO9001 certification for 2C.

The difference between the schemes is that for 1C, the certification body conducts a production inspection (point 4 below), whereas for 2C, the need for a production inspection is covered by the ISO9001 certificate.

2. Documents preparation

If necessary, it includes the development of all required documentation.

3. Testing

Conducting accredited testing of a standard sample of a component by a testing laboratory for compliance with the requirements of Technical Regulation No. 018/2011. Documenting test protocols.

4. Production analysis

Conducting a production analysis by the certification body. Documenting the conclusion.

5. Obtaining a certificate

Summarizing the results of testing, analyzing the state of production and issuing a certificate of conformity to the applicant for mass-produced products. If necessary, applying the manufacturer's single mark for product circulation in the Eurasian Economic Union market. Also, recording the issued certificates in the unified registry.

6. Inspection control

Periodic inspection and control of certified products.

3с, 4С certification schemes

The applicant can be the manufacturer, the manufacturer's representative or a dealer. This applies to limited production (3c) and individual products (4c). ISO9001 certification and product testing are mandatory. Production inspection and further periodic product control are not conducted.

When it is not possible to conduct product testing and production inspection, confirmation of compliance with the requirements of TR CU 018/2011 is done through technical documentation analysis. Often, the equipment is an integral part of a complex structure.

11с certification scheme

The applicant can be the manufacturer or a representative of the manufacturer. It applies to serial production, examines the product type and it doesn’t require ISO9001. If it is impossible to conduct product tests, confirmation of compliance with the requirements of TR CU 018/2011 is carried out through an analysis of technical documentation.
